As an LA I want to easily identify capital schemes I must update.
Background
In #63 and #81 we introduced tags on the schemes page and on the scheme page to highlight capital schemes that needed to be reviewed or were overdue. This is correct for capital schemes funded through ATE funding programmes where authorities are mandated to provide updates. However, with devolved funding new capital schemes will be present on UYCS that authorities are not under the same obligations to update. We need to consider how to appropriately flag the distinction between schemes authorities must update versus capital schemes we encourage them to update.
