Off-node storage at Dawn

Dawn uses Ceph RGW locally.

1. enable a route out from the FRIDGE to a Ceph S3 endpoint
2. enable containers in the Argo Workflows namespace to connect to that S3 endpoint

Need to look at things like permissions (i.e. read only from within the FRIDGE), and how we get credentials into the cluster and available to the pods
