Doc Navigation Functionality not Appearing Into Local Server of O3DE.org / User-guide , when your Are Offline and Clear Browser Online Cache files In Ms Edge

Reproduction steps

1. Turn off Internet
2. Clear Broswer Cache and Close it ,  edge://settings/clearBrowsingDataOnClose
3. Build O3DE.org and See User Guide      http://localhost:1313/docs/user-guide
