HANDOFF: bin/riddlc is now the Scala 3.9.0 build
Restaged to 2.0.0-rc.26-14-173b034d through publish-and-stage.sh, so ivy and binary came from one invocation and agree. Verified by behaviour rather than by the version string: the boundary-violating repro errors, both legal forms stay clean, and reactive-bbq validates at 0 errors / 0 warnings across 3905 definitions.
