atom-beautify has issue with tunnel-agent

1. Enable Privoxy on system wide HTTP and HTTPS proxies
2. Open packages in Preferences menu
3. This is an intermittent issue - Privoxy often reports this error code when webpages fail to resolve for one reason or another.
