Use non-consts method of detecting installer version to use

Use the method for detecting the version of installing to use similar to how it's done in gha-merge-up

i.e. install composer/recipe-kitchen-sink: "*" in a _tmp directory and see what version installs

This should do away with some or all of the need to use consts
