TI_C2000_CGT_URL repo variable is not set - skipping the C2000 cl2000 compile-only guard. TI gates the CGT download behind a login; mirror the installer and set TI_C2000_CGT_URL (and optionally TI_C2000_CGT_SHA256) to enable this job.
