This rolls out a new 4.7.2 version of libtiff, which has various security fixes, but also, compiles with clang18-20, unlike the old one.
This will allow us to use this libtiff with OpenImageIO, OpenColorIO, etc.
On windows, I've tested whether this actually works in O3DE by using this package against latest
development(custom built package locally) and rebuilt all the asset processor tif and tiff files I could find in automated testing. They all compiled without issue.Note that this version of tiff has no significant API changes from the previous version (4.2.0), so no code changes had to be applied.
I've also cleaned up the scripts, so that we don't need custom build scripts anymore.
